Statewide Programs for the Deaf/Blind

This Program serves children and youth identified with deafblindness in collaboration with their local school district to address unique challenges including communication, orientation and mobility, individualized education, transition and inclusion in the family, school and community. This is a birth mandated program, which entitles identified children 0 – 21 years to services.

Definition of Deafblindness:

“Concomitant hearing and visual impairments, the combination of which causes such severe communication and other developmental and educational needs that they cannot be accommodated in special education programs solely for children with deafness or children with blindness.” (Administrative Manual for Special Education Services, Delaware Department of Education)

The Statewide Resource Team currently includes deafblind teachers, health specialist, and occupational therapist that provides weekly on-site consultation to children, families, and service providers in a variety of settings, including:

  • Homes
  • Day Care Facilities
  • Regular Education Settings
  • Separate Schools
  • Employment Sites
  • Community Sites

Additional Related Services that may be provided through this Program (in collaboration with the local school district) and identified as a student need as part of his/her individual education plan, include:

  • Orientation and Mobility
  • Braille Materials
  • Physical, Occupational and Speech Therapy
  • Counseling
  • Assistive Technology
